Sam J. DeSalvo Wells, Me.

Sam started his professional career in Code Enforcement as a Local Building Inspector for the Town of Andover, Ma. on June 25, 1973. Sam worked for the Town for several years before being appointed Inspector of Buildings. On September 20, 1979, Sam was elected to the Massachusetts Building Commissioners and Inspectors Association, Inc. Board of Directors. In 1983, Sam was elected Vice-President, and then in 1985 achieved the Association highest honor, being elected President. Sam serve on the ESBOF Board of Directors for over 16 years, and was elected its president from 1991-1992. In addition, Sam served on the New England Building Officials Education Association Committee for 16 years.

Sam is very passionate relative to children having a chance to educate themselves after high school, so much so, that Sam created By-Law for the MBCIA where monies were set aside to invest in a Scholarship Fund separate and distinct from the operational funds of the Association. The MBCIA Scholarship Fund today is second to no other Building Officials Chapter Scholarship Fund in the Country and in fact serves as a model for many Chapters. Since 1990, the MBCIA Scholarship Fund has given to deserving children and grandchildren of the MBCIA members and to Massachusetts trade schools in excess of $150,000.00. Today that fore thought caries on through the MBCIA Scholarship Golf Tournament and other Scholarship Fund raisers.

Sam retired in 1993 from the Town of Andover, Ma. and moved with his wife to the Maine coast. Sam and Elaine have 4 children. Sam is the 7th Inspector from the Commonwealth of Massachusetts to be honored by ESBOF as its Conference Honoree. Congratulations to Sam and Elaine.
